Drawing on more than a decade of experience as agency counsel, Jessica Lockhart advises clients on all stages of the federal contracting process. She brings a practical, agency‑driven perspective to helping companies address complex procurement, dispute, and compliance issues, with a focus on technology‑driven programs. Jessica counsels clients on issues arising during contract award and performance, and she supports the resolution of disputes before the Government Accountability Office, the Boards of Contract Appeals, and the U.S. Court of Federal Claims.
Prior to joining Perkins Coie, Jessica spent more than 10 years at the U.S. General Services Administration (GSA), serving in regional and headquarters roles supporting the Northwest/Arctic Region and the Federal Acquisition Service (FAS). In these roles, she supervised a team of lawyers advising on high‑value assisted acquisitions for both civilian agencies and the Department of Defense, supporting procurements from pre-solicitation through closeout. While at GSA, Jessica served as lead counsel for programs such as GSA SmartPay, the federal government’s largest charge card and commercial payment solutions program. Jessica brings particular experience with large, technology procurements and mission‑critical operational programs, offering clients a clear understanding of how federal agencies plan, execute, and oversee major acquisitions.
In addition to her procurement and dispute work, Jessica advises on a broad range of real property matters involving federally owned and leased facilities. Her experience includes lease awards and administration, construction and tenant improvements, easements, zoning, surety and bonding issues, and other matters critical to the operation of mission‑essential facilities.
